<li>3 pounds of red potatoes</li>
<li>2 celery sticks, chopped fine</li>
<li>2 carrots, chopped</li>
<li>1 cucumber, chopped</li>

<li>1/2 cup milk</li>
<li>1 cup mayonnaise</li>
<li>1 small onion, diced</li>
<li>2 teaspoons salt</li>
<li>1 teaspoon sugar</li>
<li>1/4 teaspoon black pepper</li>

<h4>Directions</h4>
<ol>
<li>Scrub the potatoes</li>
<li>Place the potatoes in a large pot (don&#8217;t peel the potatoes)</li>
<li>Cover with water, cover the pan and bring to a boil</li>
<li>Cook for about 20-25 minutes or until the potatoes are fork tender (don&#8217;t let the potatoes get too soft&#8230;..we are not making mashed potatoes)</li>
<li>Drain the water and let the potatoes cool a bit</li>
<li>Cut the potatoes into one inch chunks</li>
<li>In a large bowl mix the celery, carrots, cucumber, vinegar, milk, mayonnaise, onion, salt, sugar and pepper</li>
<li>Gently stir the cooked potatoes being careful not to mash them</li>
<li>Make sure everything is blended well</li>
<li>Place in fridge until time to serve</li>

<li>In a large pot put in potatoes and cover with water. Boil the potatoes until fork tender. Do not overcook the potatoes. You want cooked cubed potatoes&#8211;Not potatoes that are going to end up mashed.</li>

<li>You are draining the water and refrigerating to stop the cooking process.</li>

<p><strong>Red Bliss Potatoes</strong>, which are grown in California, Minnesota, and the Dakotas, have a slightly different taste and texture than the Florida reds.  The skin is flakier and the flesh is white, harder, and contains less moisture.  <em>Red Bliss potatoes</em> are available most of the year.  The spring and summer varieties go directly to the market and always have a sweeter, milder flavor.  Just like white potatoes, the later fall crop of red potatoes is put into storage for shipment during the winter.</p>

<li>Fresh dill, as much as you like, minced</li>
<li>4 hard boiled eggs, peeled and sliced</li>

<li>Place potatoes in a large saucepan.</li>
<li>Cover potatoes with room temp water and bring to a boil.</li>
<li>On medium heat, <strong>cook until potatoes are not quite done</strong>. Cool one off and taste it. If it seems like it could use just a teeny bit more, take it off the heat and drain. The potatoes continue for a few minutes longer while they&#8217;re draining. Another way to tell if they are done is when the peels just start to pull away from the potatoes.</li>
<li>Run cold water over the potatoes and drain. Set aside to cool</li>
<li>When the potatoes have cooled down, place in a large bowl and add onions and relish. Gently fold in the mayonnaise, celery salt and dill.</li>
<li>Place in a serving bowl and arrange the hard boiled eggs on top and garnish with a few sprigs of dill.</li>
<li>Add the tomato wedges and sliced chicken breast.</li>
<li>Serve right away or refrigerate.</li>
